Shiv Sena head Uddhav Thackrey and Maharashtra chief minister Eknath Shinde's factions have been denied permission by the BMC to hold a gathering during Dussehra in Shivaji Park. The choice was made in response to a report from the Mumbai police warning that if any application was given permission to hold a rally on October 5, it might disrupt law and order.

On September 21, the Thackeray faction of Sena entered a plea before the court. The deputy municipal commissioner for zone 2 wrote to Shiv Sena MP Anil Desai and Dadar MLA Sada Sarvankar on Thursday outlining the matter. According to a police report that was sent, "A significant law and order crisis could result from allowing a gathering in the already volatile Dadar neighbourhood. The BMC wrote in its letter that authorization has been refused to both factions as a precaution."

"The local police do not want to take the chance of upsetting the law and order situation in the Dadar neighbourhood after a shooting incident was reported on September 9. No legal opinion from the BMC law department is required as the police department has already submitted its report "said the senior civic official. On the basis of this analysis of law and order, Ramakant Biradar, DMC zone 2, confirmed denying permission to both factions.

The Thackrey group is displeased with the civic body's decision and has petitioned the Bombay High Court. Milind Vaidya, a former mayor and prominent Shiv Sena figure, said, "Another party, who has also paid the deposit, has already been given permission to hold a protest in the Bandra-Kurla Complex. How can a law and order issue occur at Shivaji Park if they are holding a rally at BKC? The State Government has done this on purpose to prevent the Shiv Sena from holding a rally in Shivaji Park ".
Sada Sarvankar, a Shinde-faction MLA, stated, "Our Shinde Saheb will decide what to do moving forward."

On August 22, the Uddhav Thackrey group submitted an application, and on August 30, the Shinde faction did likewise. A Shiv Sena delegation met with BMC representatives from the G-North ward on Tuesday because the BMC had been holding onto the applications for a month. At the Shivaji Park grounds, the Shiv Sena has held a Dussehra rally every year since the party's founding in 1966.
