The BMC has planned to renovate the staff quarters of conservancy personnel from the civic solid waste management department under the Ashray Yojana to improve their living conditions (Shelter scheme). A displacement stipend of Rs. 14000 will be granted to the affected workers throughout the implementation of this shelter plan. Aside from that, workers who already live in rented homes would receive a rent deposit of Rs. 75,000. The BMC will spend Rs. 188 crores to provide displacement allowance for two years to a total of 3695 employees in the civic conservancy workers colony across the city. The BMC plans to build 1386 housing units as part of the redevelopment plan, which will cost Rs 415 crores.
According to the government, the project should be completed within the next two years. As a result, if the project is delayed, the amount as a displacement allowance and housing allowance is likely to be raised. The conservancy workers are currently housed in facilities that are approximately 50 years old and in need of maintenance and restoration. Nine transit camps were built up to accommodate this. As a result, because these structures are being dismantled for reconstruction, the tenants must be relocated to the transition camp first.
The plan was first proposed in 2008, to have the dwellings ready in time for the 2012 elections. It was a poll promise again in 2017, and it has now been resurrected for the polls in 2022. PK Das, a well-known architect and V Radha, a former Joint Municipal Commissioner, devised the initial plan. The redevelopment of these staff quarters/colonies will be done in stages and has been submitted for permission to the civic standing committee. Previously, suggestions for the building of colonies at Prabhadevi and Mahim were made. Despite the BJP's opposition to the ideas, a work proposal for Rs 1,700 crores was approved, and a work proposal of Rs 478 crores was put on hold.
