Operation Muskaan is being led by Indian Police Service (IPS) officer Balsing Rajput, who is at present posted as the Deputy Commissioner of Police in Mumbai Crime Branch which was launched by the Ministry of Home Affairs. According to the IPS Officer, Rajput, there are around 67 reasons children go missing which include kidnapping and abduction and reason being  trafficking, sexual exploitation, forced marriage and child labour. And the other reasons are the abusive families and unemployment in the families which lead the child to take such step of running from their homes.
