Mumbai: Brihanmumbai Municipal Corporation Commissioner Iqbal Singh Chahal on Wednesday presented the first civic budget for the financial year 2021-22. Despite the huge revenue shortfall, the budget estimate for the financial year 2021-22 is Rs 39,038.83 crore, which is 16.74% more than the budget for the financial year 2020-21 (Rs 33,441.02 crore).The city budget, which focuses on infrastructure, health, education and transportation, has not introduced any new taxes, and has postponed the revision of property tax rates this year. The budget estimate for the financial year 2021-22 is Rs 27,811.57 crore, which is Rs 636.73 crore less than in 2020-21. An amount of `14,637 crore has been sanctioned for capital expenditure including traffic works and roads (` 2,699.65 crore), coastal road projects (`2,000 crore), water supply schemes (` 1,728.85 crore) and storm sewers (`912.10 crore). The total budget estimate for the financial year 2020-21 is 8.95 per cent higher than the Rs 30,692 crore budget for 2019-20, which is 12.5 per cent higher than the 2018-19 estimate. Criticizing the budget allocation, the Samajwadi Party corporator and MLA from Bhiwandi Reis Sheikh said, “In my opinion, the budget for 2021-2022 is inflation. In this budget, Rs 4,000 crore will be taken from the reserve fund, capital expenditure and Rs 5,000 crore will be borrowed. Elsewhere, this debt burden will affect the pockets of ordinary citizens of Mumbai."

Infrastructure and infrastructure development projects
BMC has sanctioned `200 crore for footpaths, traffic islands, sites under flyovers and Mumbai Street Food Hub project. The main promise made by the ruling Shiv Sena ahead of the February 2022 municipal elections was to allocate Rs 150 crore for flood relief in the city. Environment and Tourism Minister Aditya Thackeray explained his vision for a sponge city with aquifer recharge, rainwater harvesting and tanks. The Mumbai Fire Brigade has been allotted Rs 199 crore, which is more than the Rs 104 crore allotted last year. An amount of `627 crore has been set apart for the Solid Waste Management Department in Mumbai. The civic body has set aside `100 crore as cash compensation for various people affected by various infra projects.
Health care

Education
BMC has allocated Rs 2,945.78 crore for education, which is slightly higher than last year's Rs 2,944.59 crore.
Ease of doing business
Last year, MCGM released its perm film shooting permit policy. This year, the Producers Guild of India will work with the Maharashtra Film, Stage and Cultural Development Corporation on Roadmap implement the 'Special Entertainment Zone' provided in the policy. According to the MCGM, it will promote allied industries and film tourism for local economic development in the proposed area.
