Congress prepares a draft manifesto for BMC Polls, final one to be launched by Rahul Gandhi

Replicating what the Aam Aadmi Party has done, The Mumbai Regional Congess Committee has come up with a manifesto for the upcoming civic body polls. The party is promising free water to all in its manifesto, apart from other freebies like abolishing property tax for a few years.
 
This manifesto will be launched by Congress Vice President, Rahul Gandhi, later this month, when he will also meet all its candidates and flag off party’s poll campaign.
 
According to a draft manifesto prepared by the party, it will provide free water up to 350 liters per family per day, while usage beyond this will be charged. “We will charge a premium for excess use of water. There will be 24X7 water supply. We will provide a water meter to every home in the city,” Sanjay Nirupam, party’s Mumbai unit chief, said.
 
While 3,500 million litres of water is supplied to the city every day, the total demand for water is around 4,200 million litres a day.
 
Nirupam said the model to be followed in Mumbai will be similar the one implemented in Delhi. “It will encourage people to install water meters. This will reduce water theft. We will also chalk out a plan to stop water leakage. The total water requirement of Pune city is wasted through leakages in Mumbai. We will put an end to this,” Nirupam said.
 
The Congress is also working on a plan to reduce property tax. “Tax payers keep paying tax but don’t get any civic amenities in return. So we will stop collecting property tax for a year or two,” Nirupam said.
 
 
A promise to give the city pothole free roads using jet patchers and a new mechanism to treat the city’s garbage also appear in the Congress manifesto.
