The BMC has now taken decisive action to prevent a recurrence of such unpleasant situations after receiving several complaints regarding the careless behaviour of clean-up marshals during the COVID-19 period. The city authority issued tenders in June to rehire 15-20 marshals across all 24 wards. After their contracts on March 31 expired, the marshals' services were terminated.

The BMC has chosen to collect fines online in light of allegations that some marshals were syphoning off money obtained through fines. In order to prevent fraudsters from taking unfair advantage, the civic council has also made it mandatory for uniforms to be worn with identity cards.

A top official said that the municipal organisation would use QR codes to enable digital payment for marshals' penalties. If one was discovered uncovered during the pandemic, there was a punishment of Rs 200. There have been claims, though, that marshals punished people without providing receipts.

"The main goal is to make sure that the fine-paying process is transparent. We chose to ensure that there is a suitable centralised payment system, in which the money will get paid immediately because numerous illegalities were brought to our attention by citizens in the last two years, said a senior official from the Solid Waste Management Department. If violators do not have access to UPI, they may still pay in cash, the officer continued.
