Mumbai: The Brihanmumbai Municipal Corporation (BMC) has officially released the timetable for the reservation lottery that will determine category-wise seat allocation for the upcoming 2025 civic elections. As per the announcement, the much-anticipated draw will take place on November 11, marking an important milestone in the run-up to Mumbai’s crucial local body polls.

According to civic officials, the reservation lottery will be conducted at 11 a.m. on November 11 at Bal Gandharva Rang Mandir (Ground Floor Hall), located near the junction of Roads No. 24 and 32, opposite National College in Bandra West. The process will be open to the public, ensuring transparency in how seats are allotted across different social categories.
Following the draw, the draft list of reserved seats will be made public on November 14. Citizens will then be invited to review this list and submit their objections or suggestions between November 14 and November 20, until 3 p.m. After carefully examining the feedback received, the BMC will issue the final notification confirming the seat reservations.

Officials clarified that the reservation will apply to specific categories, including Scheduled Castes (women), Scheduled Tribes (women), Backward Class of Citizens, Backward Class of Citizens (women), and General (women). The process aims to ensure balanced representation and adherence to statutory guidelines governing political reservations in civic bodies.

Citizens can access detailed information about the ward offices, procedures for submitting objections, and other related updates on the BMC’s official website: https://www.mcgm.gov.in/irj/portal/anonymous/qlBMCGE2025 The civic body has also urged residents to check the website regularly for updates and official announcements related to the upcoming elections.

This declaration comes just weeks after the completion of the ward delimitation process, which redrew the boundaries of Mumbai’s 227 municipal wards. The final notification on these ward boundaries was issued on October 6, following a period of public consultation and review.

The ward delimitation exercise began earlier this year, during which the BMC sought feedback from citizens regarding the proposed changes to ward limits. In total, 494 responses were received — significantly fewer than the nearly 800 suggestions and objections recorded during the 2017 municipal elections. According to officials, most of the responses pertained to minor boundary adjustments, requests for shifting booth locations, and concerns about reservation categories in specific wards.
Despite these submissions, the total number of wards in Mumbai has remained unchanged at 227, ensuring continuity in administrative structure while addressing local-level representation concerns.

After incorporating the necessary revisions based on public feedback, the final ward boundaries were approved by both the State Election Commission (SEC) and the Urban Development Department of Maharashtra. This approval paved the way for the next phase of election preparations, including the publication of updated ward maps and the current reservation lottery schedule. Civic officials emphasized that the lottery is a crucial step in finalizing the electoral groundwork for Mumbai’s 2025 municipal polls. The process will determine which wards are reserved for Scheduled Castes, Scheduled Tribes, and women candidates, shaping the contesting field for all major political parties.

“The BMC’s reservation lottery process ensures that every community and group receives fair representation in the city’s governance,” a senior official from the Election Department noted. “Transparency and inclusivity are the guiding principles of this exercise, and all citizens are welcome to observe or participate through formal suggestions.”
The upcoming civic elections are expected to be politically significant, especially after the prolonged delay in conducting polls due to legal and administrative challenges, including court directives regarding OBC reservations and the reorganization of ward boundaries. With the announcement of the reservation lottery schedule, the BMC has now entered the final preparatory stage before issuing the official election notification, which is anticipated in the coming months.

Observers say that this development sets the stage for intense political activity across Mumbai, as parties begin identifying candidates and finalizing strategies based on the soon-to-be-declared reservation pattern. The city’s major political players — including the Shiv Sena (Shinde faction), Shiv Sena (Uddhav Balasaheb Thackeray faction), Bharatiya Janata Party (BJP), and the Congress-NCP alliance — are expected to gear up for one of the most competitive municipal elections in recent history.
For Mumbai’s citizens, the reservation draw will offer the first clear look at how representation will be distributed across various wards and communities — setting the foundation for a democratic and inclusive 2025 civic election.
