The Brihanmumbai Municipal Corporation (BMC) is preparing for the upcoming municipal elections by initiating the process of delimiting its 227 electoral wards. According to officials from the BMC’s election department, the notification of final ward boundaries is expected to be released between August 29 and September 4.

To begin with, ground-level surveys to demarcate the electoral boundaries have already commenced. The preliminary draft of the new ward boundaries will be submitted to the State Election Commission (SEC) between July 8 and 10. This draft will serve as the basis for public feedback.
 
Following the draft submission, citizens will have the chance to offer suggestions and raise objections regarding the proposed ward boundaries. The window for this public participation will be open from July 22 to 31, during which time residents can file their responses. A public hearing will be conducted after August 1, where these inputs will be reviewed.
 
After assessing the feedback, the final delimitation report will be prepared by a government-appointed officer and submitted to the SEC for approval. Once the commission clears the updated list, the BMC Commissioner, Bhushan Gagrani, will notify the final electoral map.
 
As reported earlier by the Free Press Journal on June 12, although the total number of wards remains unchanged at 227, boundary shifts are expected. These changes are driven by urban development such as new roads, drainage systems, and other infrastructure upgrades made since the last delimitation in 2017. The exact nature of these alterations will be confirmed upon the completion of the ongoing field surveys.
 
BMC Commissioner and administrator Bhushan Gagrani acknowledged the likelihood of minor boundary adjustments, stating that such changes cannot be entirely ruled out. To ensure accuracy, the civic assessment department has deployed teams across all wards. Each ward has three to four inspectors working on the ground demarcation, and with additional support from the election department, nearly 85 civic personnel are currently engaged in this pre-election task.
 
Once the final ward map is published, the lottery system for ward-wise reservations will be conducted. This process determines which seats are reserved for categories such as OBCs, SCs, and women candidates. Only after this reservation draw is completed will the State Election Commission officially declare the polling dates.
 
As per the Supreme Court’s ruling dated May 6, all pending civic elections must be conducted within four months. The court has also instructed that OBC reservations in local elections be maintained in the same format as it existed prior to 2022. Given this timeline, the BMC elections are anticipated to take place around late October or early November 2025. The official model code of conduct is likely to come into effect shortly after the election dates are announced. When that happens, additional civic staff from various departments will also be assigned to election duties to support the large-scale democratic exercise.
 
The forthcoming elections are expected to be highly competitive, especially as boundary changes and reservation draws may impact political strategies and voter outreach. Citizens, political parties, and civic officials alike are now watching the delimitation process closely, as it will shape the course of Mumbai’s local governance for the next five years.
