MUMBAI: Chief Minister Devendra Fadnavis, while addressing the topic of Mumbai’s expanding underground tunnel network, stated that this mega infrastructure initiative will significantly reduce traffic congestion in the city over the coming years. Along with urban mobility, he highlighted future plans for developing new open and green spaces. Politically, Fadnavis made a major announcement — 40% of BJP’s tickets in the upcoming BMC elections will be allotted to young candidates below the age of 35.

The Chief Minister was speaking at a conference hosted by the India International Movement to Unite Nations (IIMUN) at the Worli Dome on Monday. Shedding light on the proposed tunnel network running parallel to existing road infrastructure, he said that the Lion Gate–Chowpatty tunnel will reach completion within the next three years, while the Bandra Sea Link–BKC and BKC–Domestic Airport tunnels are also under active planning. “When these projects are ready, residents of South Mumbai will be able to reach the airport in just 15 minutes,” Fadnavis remarked.

Elaborating on his vision for the city, Fadnavis spoke of transformational developments — making 50 km of metro lines operational every year, equipping all local trains with air-conditioning facilities without increasing fares, and launching water taxi services from the Navi Mumbai Airport directly to the Gateway of India. “All of this forms part of a 360-degree connectivity blueprint for Mumbai and the MMR region,” he said. According to him, all the above projects are currently progressing at different stages of implementation, and except for a few, the vast majority will be wrapped up by 2032.

During a discussion on whether there should be a reservation policy for youngsters in elections, the CM responded with a declaration: “Rather than debating quotas, I will directly say this — BJP will give 40% of its tickets in the BMC polls to candidates younger than 35.” He further added that the party is working on appointing two Gen-Z representatives in every municipal ward of Mumbai to oversee development work. Interestingly, these young monitors will be selected from diverse ideological backgrounds and without considering their political affiliations.

Fadnavis emphasised that the government encourages meaningful critique. “We welcome people from various schools of thought. The only section we oppose is those with anarchist tendencies who attempt to discredit constitutional bodies,” he said. According to him, the BJP values not the ideology of youth but their capacity to bring purposeful and futuristic ideas. With 28% of India’s population below the age of 28, he stressed that youth inclusion in politics is not only desirable but necessary.

Responding to concerns about the preservation of Mumbai’s natural resources and green zones, Fadnavis mentioned that the government has already initiated large-scale projects such as sewage treatment plants to ensure that wastewater from 20 million residents will no longer be released untreated into the Arabian Sea. “The first plant under this scheme will soon become functional,” he confirmed. He also stated that the government is working to increase public open spaces. Citing an example, he said, “The design of the Dharavi Redevelopment Project ensures that no construction will be carried out on 30% of the total land area.”

On the topic of political alliances, Fadnavis explained that the BJP collaborates with parties with differing ideologies because electoral arithmetic is crucial to implementing policies effectively. “In politics, numbers matter — even if a leader has strong ideas, without sufficient seats, they cannot bring change,” he said, referring to political strategist Prashant Kishor. Fadnavis noted that while the BJP’s ideology is the party’s core strength, numbers are equally essential to put that ideology into action. He expressed confidence that within the next 15 years, BJP’s ideology will become the dominant force in Indian politics.
