According to research published in 2021, Mumbai is the world's fifth-most congested city

According to the 2018 TomTom Traffic Index, based on a study of 404 cities across 58 countries, Mumbai was India's and the world's most congested city in 2021. After Moscow a year ago, the metropolitan city was the world's second most congested city.
To help governments plan infrastructure improvements and establish additional public transportation schemes, TomTom provides real-time traffic management and historical traffic congestion data.
 
In 2021, Mumbai had a congestion level of 53%, followed by Bengaluru and New Delhi (both at 48%), and Pune (at 42%). The city's peak traffic has decreased from 75% to 69 percent. It was 91 percent in 2019. Peak traffic was down 22% in 2021 compared to the years before the COVID-19 epidemic.
 
The proportion of time spent in congested traffic is an indicator of the additional time a driver must spend getting from one location to another over and above the time required in normal and free-flow traffic circumstances. A 50 percent congestion level suggests that on average, travel times were 50 percent greater than during the baseline uncongested scenarios. This means that a 30-minute commute in free-flow conditions will take 50c/o longer, or 15 minutes longer, when congestion is at 50c/o.
 
TomTom determines the baseline for each city by analysing the free-flow travel times of all cars on the whole road network at all times of the year, 24 hours a day, 365 days a year. According to the index, Mumbai's worst traffic day occurred on August 21, 2021, when three religious festivals fell on the same day.
