227-Ward Layout for BMC Elections Finalized, Awaits Green Signal from Urban Development Department

The Brihanmumbai Municipal Corporation (BMC) has successfully completed the mapping of all 227 electoral ward boundaries in Mumbai, marking the first of nine crucial steps toward finalizing the demarcation process for the upcoming civic elections. These elections are anticipated to be held around November 2025, and the draft map is now being prepared for submission to the state Urban Development Department (UDD) either on Monday or Tuesday.

According to the official timeline, the BMC Commissioner must forward the draft ward demarcation to the UDD by August 5. Following this, the draft will be published publicly between August 22 to 28, allowing citizens to send in their suggestions and objections. Once public feedback is received and addressed, the revised final draft is expected to be re-submitted to the UDD between September 9 and 15. 

Subsequently, the final proposal will be forwarded to the State Election Commission (SEC) for approval, with the deadline for this step falling between September 16 and 22. If all goes as planned, the official notification of the finalized ward boundaries will be issued between October 3 and 6, setting the stage for election procedures to begin.

 

227 Wards Retained, But Minor Boundary Tweaks on the Cards
While the total number of electoral wards remains unchanged at 227, officials have indicated that small modifications to the boundaries may occur due to infrastructural developments undertaken over the past several years. These include new roads, updated stormwater drain systems, and other civic projects that may have altered previous layouts.
 
BMC Commissioner and Administrator Bhushan Gagrani acknowledged this in a recent statement, saying that minor adjustments in the ward limits are quite likely given the evolution of urban infrastructure since the last BMC elections held in 2017. He clarified that these tweaks are necessary to ensure the boundaries accurately reflect current realities on the ground.
 
It’s important to note that the BMC has been functioning under administrative rule since 2022, following the end of the five-year term of the elected corporators. This means that for the last few years, the city’s civic body has been governed directly by appointed administrators rather than elected representatives—a situation that the upcoming elections aim to resolve.
 
With the draft boundaries now finalized and set for official review, the focus will now shift to ensuring public participation during the suggestion and objection window later this August. The entire demarcation process plays a pivotal role in determining voter distribution, candidate strategies, and political calculations ahead of what promises to be a closely watched civic election in India’s financial capital.
